During gameplay, press Enter and type "sleepworker" (no quotes) to 
go into cheat mode. Then type in any of the following:

F4 - Happy 
F5 - Passive 
F6 - Bored 
F7 - Angry 
F8 - Hungry 
F9 - Injured 
M  - $10,000
X  - Increase security 
4  - Faster
5  - Even faster 
6  - Fastest
`  - Half Speed

Note: This procedure involves editing a game file; create a backup copy
of the file before proceeding. Create a new game and save it without any
changes. Use a text editor to edit the "*.fds" file in the folder: 
"\prison tycoon\data\maps"

Find the line: 

[STATISTICS]
100000,.......................................
[/STATISTICS] 

Replace it with: 
[STATISTICS]
900000000,................
[/STATISTICS] 

Save, then load that game to have $900,000,000.
