How to Fix Infinite Loading Issue:

A simple solution to the problem.

In the Windows settings, go to "Date and time setting", "Region" 
and try changing the "Region format" to "English (USA)".

I also recommend changing the setting in the Windows registry 
after the first launch of the game.

* Press "Windows+R".
* Write there "Regedit".
* Press "Ok".
* Find there in the specified path
  "HKEY_CURRENT_USER\SOFTWARE\Spike Chunsoft\Danganronpa S Ultimate Summer Camp"

* This
  "InitializeTitleSelector.UseOfflineDataToggle_h2473810006"

* Change there value from “0” to “1”.

This will increase all further runs of the game, as the game will check the 
files on your computer without waiting for a response from the server.
