How to Use Runes as Materials in Rune Growth:

At the alchemy crafting table you can transfer. 
There’s conditions though on the transfer page.

If you can’t transfer to the one you want, read those conditions because 
you might need to reroll and match up the number of slots on the new one.

It doesn’t feed the XP though. It will make the new one exactly the same 
XP as the old one.

Meaning, if you’ve levelled one to 3 and you transfer a 6 on to the 3, 
the 3 will become a 6 exactly like the original and the xp you used to 
level it to 3 will be lost.
