There are four safes with the following combinations:

* The Outskirts safe Code: 03 - 43 - 78, in the underground subway shopping
  area where you have to sneak past the Clickers.
  You’ll get 50 parts.

* The safe in Bill's Town Code: 05 - 17 - 21, on the main road with the 
  barricade at the bottom.
  You’ll get 50 parts, 10 supplements, and some rifle ammo.

* The Pittsburgh safe Code: 22 - 10 - 56, in the flooded lobby of the Hotel 
  Grand.
  You’ll get magnum bullets, explosive, 50 parts, and a training manual to 
  upgrade the durability of your shivs

* The Suburbs safe Code: 08 - 21 - 36, in the house next to the Ice Cream Truck.
  You’ll get 10 supplements, ammo, and 50 parts.

* Open CMD as administrator (press Win + X to open).
* Type: netsh winsock reset.
* Restart your pc and open steam as administrator.
